Position Summary The Director, Resource Management & Vendor Procurement leads the strategy and execution of resource management across Global Service Delivery, ensuring the business has the right skills, capacity, and coverage to meet client demand. This role oversees allocation visibility across both direct hires and contractor resources while leading vendor procurement and governance for third-party staffing partners and partnering with the internal Talent Acquisition team to recruit direct hires as needed. This leader partners closely with Delivery, Sales, HR, Finance, and Legal to translate pipeline demand into workforce plans, guide direct-hire-versus-contract decisions, improve capacity visibility, and strengthen delivery readiness. The ideal candidate combines strategic resource planning, operational discipline, and strong commercial judgment to support scalable growth, delivery quality, and financial performance. Essential Duties & Responsibilities • Lead enterprise resource management strategy - Oversee resource planning and capacity visibility across direct hires and contractor resources to support delivery commitments. • Drive demand planning and staffing decisions - Translate pipeline and project demand into hiring, redeployment, and contractor engagement plans, working closely with Talent Acquisition to recruit direct hires and with third-party vendors to secure contractor resources as needed. • Manage vendor procurement and governance - Select, onboard, and manage third-party staffing vendors, including commercial terms, service expectations, and performance standards. • Optimize workforce mix and capacity - Balance skill fit, timing, geography, utilization, cost, and delivery quality across internal and external talent pools. • Partner across the business - Work with Delivery, Sales, HR, Finance, and Legal to improve staffing readiness, decision quality, and operating discipline. • Improve visibility and reporting - Provide clear insights into demand, capacity, utilization, vendor performance, and contractor spend to support business decisions. • Ensure compliant and scalable processes - Help establish effective intake, onboarding, governance, and vendor management processes that reduce risk and support growth. • Lead continuous improvement - Use data, market insights, and stakeholder feedback to improve cycle times, supplier quality, cost efficiency, and staffing outcomes. Education • Bachelor s degree (or equivalent experience) required; advanced degree (MBA or equivalent) a plus. Location • United States Desired Experience • 10+ years of experience in resource management, contingent workforce management, vendor procurement, delivery operations, or related leadership roles. • Experience working with third-party staffing vendors and internal Talent Acquisition teams to fulfill contractor and direct-hire needs in a services, technology, or consulting environment. • Demonstrated success translating business demand into workforce plans, including decisions related to hiring, contracting, and redeployment. • Experience negotiating rates, statements of work, and commercial terms for external resources. • Experience working cross-functionally with stakeholders such as Delivery, Sales, HR, Finance, and Legal. • Experience operating in complex, multi-region delivery environments is preferred.
